Department of Immigration Clarifies English Language Proficiency Requirements

The Department of Immigration wishes to clarify the English language proficiency requirements for work permit holders whose first language is not English and who do not hold a degree from an English-instruction university or college.

As outlined in Section 1.8 of the Work Permit Policy, applicants are required to demonstrate proficiency in English. The Test of English as a Foreign Language (TOEFL) has long been accepted as the standard measure. The Department confirms that the Test of English for International Communication (TOEIC) is also an approved testing instrument.

Since the implementation of the updated Work Permit Policy on November 1, 2025, some employers have sought guidance regarding acceptable passing scores. The Department advises that the minimum passing scores are as follows:

  • TOEFL: Total score of 60
  • TOEIC: Total score of 600

Employers are reminded that they are responsible for ensuring that prospective work permit holders are proficient in English prior to employment. The policy applies to initial Standard Work Permit holders, and any exceptions are listed in Appendix I of the Work Permit Policy.
