Executive Summary:

The Department of Health, Central Government Lab (CGL) is responsible for the analysis of drugs and other materials which have been seized by the Bermuda Police Service. The analysis may be used in Court cases if charges are made.

The CGL may also be called upon to provide analyses for drugs and other materials imported for sale on the local market to ensure that the contents of the imported goods meet legal requirements.

In particular, the CGL has the responsibility for providing cannabinoid profiles in cannabis and cannabis products - in particular tetrahydrocannabinolic acid (THCA) which is heat sensitive.

The equipment which the CGL purchased in 2009 is now obsolete, cannot be repaired, and does not have the ability to analyze THCA. As a result, the CGL is issuing a Request for Proposals for the supply of High Performance Liquid Chromatography (HPLC) equipment with Diode Array Detection. The successful vendor will be required to supply a new unit, install and calibrate the equipment and provide training for CGL staff. In addition, the successful vendor will be tasked with providing ongoing maintenance and support for the equipment.
